Crust:

Instructions
- Preheat the Oven: Set your oven to 350°F (175°C) to prepare for baking the bars.
- Make the Crust: In a large mixing bowl, combine the all-purpose flour, brown sugar, and softened butter. Beat at medium speed for 2-3 minutes until the mixture resembles fine crumbs. Press this crumbly mixture evenly into the bottom of an ungreased 13×9-inch baking pan to form the crust.
- Prepare the Turtle Layer: In a saucepan placed over medium heat, melt ⅔ cup butter with ½ cup brown sugar. Stir the mixture constantly until it comes to a bubbling stage, then continue cooking and stirring for another 30-60 seconds to caramelize slightly. Immediately remove from heat to prevent burning.
- Assemble the Layers: Evenly spread 1 cup of pecan halves over the crust in the baking pan. Then, carefully pour the hot butter and brown sugar mixture over the pecans, coating them thoroughly.
- Bake: Place the assembled pan in the preheated oven and bake for 18-20 minutes, or until the surface is bubbling and the turtle layer is set.
- Add the Chocolate Topping: Once out of the oven, immediately sprinkle 1 cup of milk chocolate chips evenly over the hot turtle layer. Let the chocolate sit for 2-3 minutes until it melts. Use a knife to gently swirl the melted chocolate to create a marbled effect on top.
- Cool: Allow the bars to cool completely in the pan on a wire rack for about 30 minutes. This will help the bars set firmly. Once cooled, cut the bars into 48 small pieces and serve.
